DEPARTMENT OF SCIENCE, TECHNOLOGY AND INNOVATION

Overview

The Department of Science, Technology and Innovation (hereinafter referred to as the Department) is a functional unit under Hanoi University of Industry (HaUI) (hereinafter referred to as the University). The Department advises and assists the President of the University in guiding and managing science, technology and innovation (STI) activities and projects at all levels; administering science, technology and innovation services, technology transfer, STI information systems, intellectual property, and research capacity development; and performing other functions in accordance with applicable laws and the University's Regulations on Organization and Operation.

Functions and Responsibilities

I. Core Responsibilities

The Department shall:

a) Advise the President of the University on the formulation of long-term, medium-term, and annual strategies and plans for science, technology, and innovation;

b) Advise the President on the development and promulgation of regulations, policies, and management mechanisms to promote and strengthen science, technology, and innovation capacity across the University;

c) Develop the University's system of laboratories, research groups, institutes, and research centers; formulate strategic plans for research collaboration networks, research groups, and laboratories in alignment with the University's development objectives;

d) Manage and provide guidance on the registration, protection, commercialization, and development of intellectual property assets, science and technology services, and technology transfer activities;

e) Develop programs to support the University's innovation ecosystem and formulate projects aimed at strengthening science, technology, and innovation capacity and enhancing research infrastructure;

f) Guide and oversee the organization of international scientific seminars, conferences, and workshops hosted or co-hosted by the University, as well as science, technology, and innovation exhibitions;

g) Manage science, technology, and innovation databases and information systems; maintain expert databases, institutional research profiles, and records of scholarly publications produced by the University's academic staff, employees, and learners;

h) Organize activities to recognize and honor outstanding organizations, units, and individuals for achievements in science, technology, and innovation; monitor compliance with academic integrity and research ethics throughout the University;

i) Manage, supervise, and provide guidance for the University's postdoctoral researchers, as well as research and innovation activities undertaken by students and other learners;

k) Manage the publication and dissemination of scientific publications, oversee the development of the Journal of Science and Technology, and administer the University's digital science, technology, and innovation information platforms;

l) Appraise budget proposals and recommend the allocation of financial resources for science, technology, and innovation activities across the University;

m) Serve as the standing office of the University's Science, Technology, and Innovation Development Fund (where established);

n) Manage, guide, supervise, and coordinate the proposal, evaluation, selection, implementation, and monitoring of science, technology, and innovation projects at all levels, including collaborative projects and projects implemented under governmental protocols;

o) Lead the coordination of collaboration among the University, research institutes, enterprises, and local authorities in science, technology, and innovation activities;

p) Develop mechanisms to encourage and support the commercialization of research outcomes and facilitate the establishment of science and technology enterprises and spin-off companies in strategic technological fields;

q) Manage and promote international publications, innovation performance indicators, and university rankings associated with science, technology, and innovation activities;

r) Develop and implement systems for evaluating and measuring the effectiveness of science, technology, and innovation activities at both unit and institutional levels.

II. Coordinating Responsibilities

The Department shall coordinate with relevant units as follows:

a) In collaboration with the Department of Asset Management and the Department of Planning and Finance:

  • Prepare budget plans in accordance with the University's science, technology, and innovation development strategy for submission to the President of the University and reporting to relevant ministries and government agencies;
  • Propose investment plans for research equipment, funding allocation for institutional science, technology, and innovation projects, and other initiatives to strengthen research capacity.

b) In collaboration with the Department of Organization and Personnel and the Department of Academic Affairs:

Develop policies to attract and develop outstanding academics and researchers; formulate scholarship schemes and support mechanisms for doctoral candidates, postdoctoral researchers, and talented postgraduate students in strategic technology disciplines; and attract leading experts in science, technology, and innovation.

c) In collaboration with the Department of Quality Assurance and Internal Control:

Handle violations relating to academic integrity and research ethics, and address complaints, denunciations, and misconduct arising from science, technology, and innovation activities.

d) In collaboration with the Department of External Relations:

  • Develop collaborative programs in science, technology, and innovation with ministries, governmental agencies, provincial and municipal authorities, enterprises, and domestic and international organizations;
  • Promote international partnerships, external funding, scholarships, international projects, and global research grants in strategic technology fields.

e) Coordinate with relevant units in developing criteria and performance indicators for evaluating science, technology, and innovation activities as the basis for resource allocation, recognition, and reward.

III. Other Responsibilities

The Department shall:

a) Serve as the standing office of the University Council for Science and Education, the Grassroots Professorship Council, the Research Ethics Committee, and the Academic Integrity Committee;

b) Manage the Department's academic and administrative staff, assign duties effectively, and maximize staff capabilities in accordance with assigned functions and responsibilities;

c) Propose adjustments to the organizational structure, staffing, and operational scale of the Department; formulate plans for workforce and infrastructure development in accordance with standardization and quality assurance requirements at each stage of development;

d) Coordinate with relevant units in organizing professional development and capacity-building programs, as well as political, ideological, ethical, and professional education for staff members;

e) Recommend commendation and disciplinary measures for staff members under the Department's management;

f) Manage and efficiently utilize assets assigned to the Department in accordance with legal regulations and the University's policies;

g) Develop and continuously improve the Department's internal quality assurance system in alignment with the University's overall quality assurance framework;

h) Promote the application of information technology and digital transformation in the Department's governance and operational management;

i) Prepare periodic and ad hoc reports in accordance with the Department's assigned functions and responsibilities;

k) Perform other duties as assigned by the President of the University.

Science, Technology, and Innovation Achievements

Research Projects

From the 2011-2012 academic year to the 2023–2024 academic year, the University's academic staff completed 1,034 science and technology research projects at various levels, including 803 institutional-level projects, 44 ministerial-level projects, 37 provincial and municipal projects, 21 national-level projects, and 52 collaborative projects with external partners.

In the 2023-2024 academic year alone, academic staff were responsible for 78 institutional research projects, 9 national-level projects, and 12 ministerial- and provincial-level projects.

Scientific Conferences and Workshops

Between the 2015-2016 and 2023-2024 academic years, the University organized 57 scientific conferences and workshops at different levels.

In the 2023-2024 academic year, the University successfully hosted 14 conferences and workshops, including seven national and international conferences.

Scientific Publications

From the 2011-2012 to the 2023-2024 academic year, the University's academic staff published 6,394 research papers and scholarly works in academic journals and conference proceedings, including 1,936 international publications.

In the 2023-2024 academic year, academic staff produced 1,547 publications, of which 739 appeared in international journals and conference proceedings.

Journal of Science and Technology

Between the 2010-2011 and 2023-2024 academic years, the University published 87 issues of the Journal of Science and Technology, including eight special issues and two English-language issues.

In the 2023-2024 academic year, 11 issues were published on schedule, meeting the University's quality and publication objectives.

Textbook Development

From the 2011-2012 to the 2023-2024 academic year, the University coordinated the development of 346 textbooks.

In the 2023–2024 academic year alone, 35 textbooks were commissioned. Following evaluation and approval, these textbooks were published and distributed to support teaching, learning, and research activities.

Innovation and Technical Improvement Activities

Between the 2011-2012 and 2023-2024 academic years, the University recorded 7,844 technical innovations and improvement initiatives.

During the 2023-2024 academic year, 985 initiatives were recognized, including 867 unit-level initiatives and 118 university-level technical innovation projects. Many of these initiatives have been successfully implemented in practice, contributing significantly to improvements in teaching quality, scientific research, and institutional performance.

Intellectual Property

Over recent years, the University's academic staff have been granted nine intellectual property rights, including patents and utility solutions that have been effectively applied in practice.

Student Research Activities

Student Research

From the 2010-2011 to the 2023-2024 academic year, students have consistently expanded both the scale and quality of undergraduate research activities. Their commitment and enthusiasm have made a significant contribution to the University's research culture and the development of an innovative academic community.

Robocon

From the 2007-2008 to the 2023-2024 academic year, the University has consistently achieved outstanding results in national and international Robocon competitions.

Notable achievements include representing Vietnam in the international Robocon competitions in 2007 and 2008, winning the National Championship in 2008 with team FEE02, and securing another National Championship in the 2022-2023 academic year, when team DCN ĐT02 represented Vietnam at the international Robocon competition held in Cambodia.

Community Engagement

The Department actively participates in community and social responsibility activities organized by the University, including fundraising campaigns for disaster relief, contributions to the Nguyen Thanh Binh Scholarship Fund, support for Robocon teams, participation in energy-saving initiatives, and campaigns promoting the study and practice of President Ho Chi Minh's moral example. These activities have earned the Department several collective and individual awards.

In recognition of its outstanding contributions, the Department has received numerous prestigious awards, including:

  • Certificates of Merit from the Minister of Industry and Trade (2010, 2013, 2018, and 2020);
  • Certificate of Merit from the Prime Minister of Vietnam (2011);
  • Third-Class Labor Order (2014).
